Discussing relationship problems with third parties

Several laws guard relationships to ensure there Survival, these laws one of which is - how conflicts should be resolved - apply to relationships in different ways.

Does the saying "a problem shared is half solved" work in times of conflicts when you & your partner are not in speaking terms? 

Most people are quick to say married couples should resolves their problems without external influence but in reality there's always that friend, sister, parent you run and complain to in times of trouble. Is this wrong?

Experts advice couples to consult a non-biased third-party i.e. A counselor, because others who give advice may favor one person over the other.
What's your take on this controversial issue.
