The Blogspot feature that enables authors to cut the story short for the homepage is called "Jump Break."
It is enabled by default on the New Blogger interface as shown in the diagram below.How to Use Jumb Break in BlogSpot Post:
To get you started -
1. Enter "Compose Mode"
2. Simply type your article in full, and where you want the Blogger jump Break to appear - Click the "Insert Jump Break" Button.
3. A line appear indicating where the post will be cut.

You are able to truncate the posts, but the "read more" link is not visible on the homepage:
In this case, you have to edit your template. So simply follow these instructions:
Log in to Blogger
Go to "Layout"
-> "Edit HTML"
and select "Expand Widget Templates"
Now find this code in the template:
And immediately BELOW/AFTER that code, add this code:
